As of 10/2/2014 3:11PM, AT&T has resolved the issues with the long distance dialing.  

8+1 dialing has been restored.  

Please discontinue the use of 9+1 dialing as you will incur a high rate per minute by using 9+1.  8+1 will give you the lowest cost per minute.
